U.S. Embassy in Helsinki is seeking a Program and Budget Analyst to join our Military Group (MILGP) team. The MILGP advances U.S.-Finland defense cooperation by managing arms sales in support of Finlands ongoing military modernization (including the F-35 program). They also coordinate joint training, exercises, defense industrial base cooperation, and State Partnership Program activities with the Finnish Defense Forces, Finnish defense industry, and U.S. interagency partners.
We are looking for a skilled and detail-oriented professional to support this mission by managing Military Group (MILGP) financial operations and overseeing the Security Cooperation Training Program for Finnish Defence Forces (FDF) personnel. In this role, you will play a key part in ensuring effective budget execution and smooth coordination of bilateral defense training activities.
Core Duties:
Security Cooperation Training Program Management (50%)
- Manage the full lifecycle of training for Finnish Defence Forces (FDF) personnel attending U.S. military courses, from initial coordination to completion and reporting
- Develop and maintain the twoyear training plan by coordinating training needs and course options with Finnish and U.S. military partners
- Handle all paperwork for international military students — from travel orders to security vetting to visa coordination to pre-departure briefings
- Represent the Military Group at multinational training conferences
- Advise Finnish military counterparts on U.S. training policies and procedures
Financial Program Management (50%)
- Build the annual budget, track spending, and prepare financial reports. Manage multiple lines of accounting totaling ~750,000 USD annually.
- Enter and reconcile transactions into U.S. Government financial systems and resolve any differences by working with the Embassys finance office and U.S. European Command (EUCOM)
- Serve as a backup financial certifying official for other U.S. Military Groups in Europe
Requirements:
- Bachelors degree in financial management, economics, public administration, international relations, or political science (or related field)
- Minimum three years of experience in administrative or project management roles, or in financial management, budgeting, or accounting
- Basic understanding of Finnish government, political, and military structures
- Strong organizational skills and ability to manage detailed information and multiple tasks with minimal supervision
- Ability to analyze complex data and produce clear, accurate reports
- Strong Excel skills and comfort with Microsoft Office tools
- Fluent in English and good working knowledge of Finnish
- Valid Category B drivers license held for at least five years

- Full time position: 40 hours per week
- Salary: 51 468 EUR per year
