1\. The job: Are you looking for a challenge in a leading organisation at the EU and international level? 2\. Key responsibilities: As a Data Officer, you will work in the newly established Directorate for Data Services. Your work will primarily be in the context of products, data governance and data management supporting the implementation of EU legislation on chemicals. The role is multidisciplinary by nature and requires close collaboration with regulatory officers, scientists, product managers, data architects and IT teams. Your focus will be on ensuring that data requirements are well understood, consistently implemented and governed across systems and processes.
Together with other operational units, you will design and develop submission and dissemination solutions, data management tools for example in the domain of substance identification, legal entity and asset management, as well as data governance. You will oversee the implementation of this vision into an IT system supported by clear and uniform governance and processes to manage the scope under ECHAs remit, while ensuring coordination of the activities of dependent systems and contributing parties.
Your main responsibilities and tasks will include: Data governance and data quality: contributing to the definition and maintenance of controlled vocabularies, reference data, and common data formats, and ensuring the consistent handling, quality and lineage of data on chemicals, as well as the related regulatory processes and outcomes;
Business analysis: eliciting and analyzing business and regulatory requirements; translating them into clear data and functional requirements for technical teams, ensuring alignment with data architecture and governance principles;
Design processes to efficiently implement regulatory obligations, understanding the regulatory context, the key obligations, data flows, and steps; work in collaboration with key stakeholders (internal and external);
Data management and availability: contributing to data integration, processing and dissemination solutions that support multiple use cases, including internal decision making and external transparency.
Additionally, as part of your work you will also need to perform the following tasks:
User engagement: collecting needs of data consumers, deriving inputs for user experience, and for data delivery and access methods;
Documentation: contributing to the maintenance and documentation of procedures to manage data on chemicals and processes they are involved in, in view of their multiple uses by dependent systems, including the definition and implementation of quality control mechanisms;
Collaboration: throughout the work, liaising with product and project managers and other relevant parties to ensure that data requirements and data flows are aligned and correctly prioritized within dependent project, product or solution plans or roadmaps.
To be successful in their job, the Data officer possesses the following skills and competencies:
Technical proficiency knowledge and experience of databases, data management, data flow, data governance and data architectures;
Ability to adapt quickly to changing circumstances, take decisions under pressure, and manage competing priorities effectively;
Resilience and resourcefulness to work in projects of pioneering nature and to manage uncertainties;
Strong skills in dynamic teamwork; proactive collaboration with colleagues and project partners;
Capability to effectively communicate, engage with and manage internal and external stakeholders representing a broad range of backgrounds and interests;
Process-driven thinking and the ability to work with large amounts of data, appreciation of standard data formats and operating procedures;
Strong analytical and problem-solving skills, with the ability to understand scientific and regulatory needs and translate them into fit-for-purpose data solutions within legal and organisational constraints;
Understanding of the challenges related to centralizing registers management of chemicals;
Discipline to work according to organisational priorities, following agreed roles and responsibilities.
3\. Minimum qualifications: To qualify for this profile, you must have completed university studies of at least three (3) years attested by a diploma and professional experience of at least one (1) year.
Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognized as equivalent by the relevant EU or EEA Member State authorities will be accepted.
4\. Professional experience: To qualify for this profile, you must have at the closing date for applications a total professional experience of at least one (1) year acquired after achieving the minimum requirements stated out in section 3 of this vacancy notice.
5\. Selection criteria: If you meet the eligibility criteria, you will be assessed on the basis of the following selection criteria. Candidates judged most suitable based on the selection criteria will be invited to the next stage of the selection process:
· Your academic and professional qualifications and their relevance to the main areas of work listed in section 2.
· Your professional experience: Preference will be given to candidates having experience in functions similar to those outlined in section 2. The Selection Committee will assess the range of fields covered, the type and level of work done and its relevance to the areas of work listed in section 2.
